MENGXI VILLAGE, China,—Factories in China are flagrantly skirting emissions regulations, according to a story in the New York Times.

The report suggests some Chinese officials are arbitrarily limiting lead testing, potentially manipulating test results and denying citizens proper treatment despite mass poisonings stemming from industrial facilities.
