VANCOUVER—Fortress Paper Ltd. says it is close to completing a conversion project at its Quebec mill, which was delayed when workers walked off the job last month.

The Vancouver- based forestry company says it will begin testing at its Speciality Cellulose Mill in Thurso, Que., in the coming days and expects production to start shortly after that.

An unexpected construction worker walkout threw a wrench in the project’s schedule.

The company says the walkout was due to worker opposition to a bill proposed by the Quebec government.

Construction on a cogeneration power plant at the mill is on schedule and is expected to be completed during the third quarter of 2012.

Fortress produces specialty papers and products, operating mills in Switzerland, Germany and Thurso.
