Even as energy prices have declined steadily in the past decade, Ontario businesses have seen their total electricity costs climb substantially. The culprit is Global Adjustment (GA), a charge imposed by energy providers to cover their costs of providing adequate generating capacity and conservation programs—and which has become the largest line item on most customers’ hydro bills.
